I LOVE original ideas! Its a breath of fresh air to read a book and have it surprise you or provide you with that giddy feeling of happiness at the discovery of something new!!! It was one of the reasons I feel in love with "The Sin Hunter Series" by Caridad Piñiero! It was 'new'. Currently there are two books in the series:
However, a new spin or twist to an old theme can also make for a great book. Does it always work? No. There have been many moments of "they did not just do that" or "they will ruin a classic" but hey, people are allow to try! Sometimes it does work!! It can bring a new perspective to an old story or even provide you with the "Oh that makes more sense" feeling.
"Pulled-to-publish fanfic" hmmmmm If they were to be published as a FanFic, then I'd be more inclined to say that I'm okay with it. I'm bothered when the publisher tries to sell it as an "Original" piece, when its not. Can great books be created out of fanfic, yes, I've seen it happen. However, its not original and based off of someone's else work. Give credit where its due. Could a story inspire you to write something? Absolutely! Make it your own then. Otherwise, give credit to the original piece of work that inspired yours.

How does this work? I agree, a new spin can make a fantastic story! This is especially true for retellings, which are some of my favorites. Great answer :)
